標題[問題] 詢問一個英文句型

有一段文章：
As the summit's hosts were only too eager to emphasize,
when they weren't announcing a new
hydrogen plant, almost every projection of energy use
over the next several decades says that
fossil fuels aren't going anywhere.
對於 only too eager to emphasize的翻譯為
"迫切地強調"
這樣不就不符合 too + adj.+ to + verb.的句型了
for example: too old to work 太老不能工作
如果要照這個句型
應該是要翻 太迫切太急"無法"強調
這...到底怎樣呢?
有誰可告知!
