标题[问题] 询问一个英文句型

有一段文章：
As the summit's hosts were only too eager to emphasize,
when they weren't announcing a new
hydrogen plant, almost every projection of energy use
over the next several decades says that
fossil fuels aren't going anywhere.
对於 only too eager to emphasize的翻译为
"迫切地强调"
这样不就不符合 too + adj.+ to + verb.的句型了
for example: too old to work 太老不能工作
如果要照这个句型
应该是要翻 太迫切太急"无法"强调
这...到底怎样呢?
有谁可告知!
