標題[請益] With開頭的子句，主詞動詞怎麼看

我看不太懂
The beach was not only able to support the weitght of a 6 tonna orca,
but with enough wiggling the cetacean could squirm its way back to the
safety of deeper water.
第二行的but大概就是but also，那主詞是with...cetacean?
with +.. 當主詞，是有省略什麼嗎?
