Nonetheless, says Tench of the EIA, Namibia’s rhinos are at risk from
poaching, which has intensified since 2014. The proposal was narrowly
rejected in a 39-82 vote.
这个提案是「将southern white rhinos 从Appendix I 移至Appendix II」
请问为什麽39-82 的投票数是narrowly rejected?

里面有写到2/3 是通过的标准
但以我的理解 此提案要通过
应该是需要得到同意票的2/3, 所以反对票略高於2/3 , 反而是被大力地反对了
所以无法理解这边使用narrowly rejected 的原因
请教大家的意见了

Rule 28 Majority
1. Except where otherwise provided for under the provisions of the
Convention, these Rules or
the Terms of Reference for the Administration of the Trust Fund, all votes on
procedural matters
relating to the conduct of the business of the meeting shall be decided by a
simple majority of
the Representatives present and voting, while all other decisions shall be taken by a two-thirds
majority of Representatives present and voting.
