标题[请益] as are 的句子问题

They admit to the island only as many storekeepers and
working people as are needed to keep them comfortably served.
想请问一下这个句子的翻译和文法，前半部我看得懂，
但後半部就看不懂了。
之前有看过类似的as did的用法，
I voted Labour, as did my wife.
但这次的例子中 as are 後面也没有接名词，而且是as.....as are的句型，
又让我弄不太清楚了，不知是否有朋友看得懂这个句子呢？
