各位好，请教一下
在Collins COBUILD English Usage看到这样的例句：

Is that the wind making all that noise?
想请教，making all that noise是当分词修饰wind，还是动名词（wind省略's）呢？
换句话说，以肯定句来看，是下列哪个呢？
a. That is the wind that is making all that noise.
b. That is the wind's making all that noise.

看到这回应我又不懂了，照Roman55的讲法，making all that noise变成修饰the thing
（我想这里的the thing是指that）。这就怪了，为何making all that noise会跑去修饰
that，而不是wind？

→That is the wind's making all that noise.
Is this sentence grammatically wrong? Why? Could you please tell me?

我感觉这真的蛮难判断的。为何不能两种都可以呢？
而且我们看到中文翻译：

「是不是风在发出那麽大的噪音？」
看起来就是动名词的翻译。如果是分词的翻译，应该是
「发出那麽大噪音的，是风吗？」
不过也有一种可能：翻译者认为那是分词，但觉得「发出那麽大噪音的，是风吗？」
不太流畅，因此调动了一下字句，改为「是不是风在发出那麽大的噪音？」
（认为这样才是通顺的中文）。
