标题[考题] 连结词的使用

文法书中有个题目
California state government plans to invest more money in enviromental
protection,____ many business groups question the costs in difficult
economic times.
(A) so
(B) because
(C) though
(D) therefore
有四个选项，我自己选的答案是A 对等连结词
但是这题给的答案是C 为什麽会是C呢
我记得though只有副词连接词的用法 而且空格前有逗号
这应该是用对等连结词吧
有请版上高手解惑
