标题[求译] 请问这段话的意思

求中译：
The Supreme Court has ruled that public universities can collect student
activity fees even from students who object to particular activities, so
long as the groups given money are chosen without regard to their views.
我有问题的是最後一句，"their views"应该是指 studuents' views,
但是不知道 "are chosen without regard to their views" 整体来说是为何
能作为付活动费的条件？
