标题[文法] than that/what子句？

请问一下，我看到杂志上有一个句子：
The promised target is no different than that alredy passed by the House of
↑↑
Representatives, and considerably lower than what other rich countries have
promied.
请问，箭头处的that，在我的文法观念中，不是应该用what吗？
也就是必须用what去引导「省略（子句本身）前方名词」的後接名词子句，
才是合乎文法？
因此杂志上的上述句子到底是算写错或印错（排版上这不是不可能），
还是另有文法上的答案解释？恳请高手分析指点...谢谢啊....
PS：况且在句子下一行，类似句子就用 than what...了。所以我才搞迷糊了。
