标题[文法] than that/what子句?

请问一下,我看到杂志上有一个句子:
The promised target is no different than that alredy passed by the House of
↑↑
Representatives, and considerably lower than what other rich countries have
promied.
请问,箭头处的that,在我的文法观念中,不是应该用what吗?
也就是必须用what去引导「省略(子句本身)前方名词」的後接名词子句,
才是合乎文法?
因此杂志上的上述句子到底是算写错或印错(排版上这不是不可能),
还是另有文法上的答案解释?恳请高手分析指点...谢谢啊....
PS:况且在句子下一行,类似句子就用 than what...了。所以我才搞迷糊了。
