最近翻譯一篇有關歐洲國家公投制度的文章
有些疑惑實在百思不得其解
懇請高手們解惑^^
(1) Nevertheless, the Constitutional Court must avoid enforcing the ‘implied
limits’ of referendums when the evidence for its reasoning is not supported
by serious systematic justifications.
我的翻譯：

the budget, personal questions (elections, nominations to be made by the
