標題[問題] phase 4 clinical trial需要申請嗎?

因為對clinical trial沒有特別熟，
想請問一下目前對於在台灣做phase 4 clinical trial
需要送到衛生署同意嗎? 或是各醫院IRB通過就可以了?
有沒有相關法規範? (目前只有看到一個GCP)
此外，如果是phase 4的trial, 但是有參與國際性試驗的，
是否會有公開相關protocol的資料可以查詢?
