Though much of the filing volume can be attributed to increased and pent-up demand, the universal concern about the quick evaporation of numbers seems to have exacerbated the filing rush, leading to a self-fulfilling prophecy of sorts that transformed the opening day of the filing season into the last day of the season for many. The fact that volume so greatly exceeded expectations has engendered renewed calls for speedy congressional intervention. However, there would be an absolute limit of 180,000 per year.
