標題想詢問Shirely Hufstedler講的這段話

想詢問美國首任教育部部長講的這段話：
The role of the teacher remains the highest calling of a free people.
To the teacher, America entrusts her most precious resource, her children; and asks that they be prepared... to face the rigors of individual participation in a democratic society.
我的初步理解是：
老師的角色仍是自由人民至高無上的呼召。對於老師來說，美國將其最寶貴的資源—孩子—交給他們；並要求他們做好準備…以面對個人參與民主社會的嚴酷。
問題點：
1.請問除了呼召（有點宗教意味），the highest calling 還有沒有更好的說法呢？
2.第二段的and ask that they…請問這裡的they是指老師或孩子呢？
