標題[題目] that子句省略that，文法求解

疑問：
最後倒數第二句
At that time, we will go over the entire schedule of events for the day the in
spector visits our facility.
為何the day後面可以省略that?
這樣乍看不就一個句子有兩個動詞？
個人的文法認知：
Who/which/that開頭的形容詞子句，who/which/that當受詞可省略。但上文狀況，「the
inspector visits our facility 」看起來就是that名詞子句，有主詞（the inspector)
、有動詞（visits)、有受詞（facility)，整句用來補充說明the day。
但混淆的是：
1.為什麼可以省略that？不是that當受詞才能？
2.為什麼形容名詞（the day)不用形容詞子句，要用有主詞動詞受詞都有、又省略that的
句子？
PS朋友說是因為that子句當名詞補語的狀況可以省略that，但感覺不是這樣
