标题[题目] that子句省略that，文法求解

疑问：
最後倒数第二句
At that time, we will go over the entire schedule of events for the day the in
spector visits our facility.
为何the day後面可以省略that?
这样乍看不就一个句子有两个动词？
个人的文法认知：
Who/which/that开头的形容词子句，who/which/that当受词可省略。但上文状况，「the
inspector visits our facility 」看起来就是that名词子句，有主词（the inspector)
、有动词（visits)、有受词（facility)，整句用来补充说明the day。
但混淆的是：
1.为什麽可以省略that？不是that当受词才能？
2.为什麽形容名词（the day)不用形容词子句，要用有主词动词受词都有、又省略that的
句子？
PS朋友说是因为that子句当名词补语的状况可以省略that，但感觉不是这样
