看了一下，有人認為五年每年都砍8%，
五年後的國防預算剩（1-8%）^5=65.9%
。從文義上很難看得出來這說法對不對，
所以找了一下其他佐證：

所以就是2026年500億，到2030年的5
年合計3000億的意思，也就是每年都92%
，並不是複合刪減率每年8%。
