看了一下，有人认为五年每年都砍8%，
五年後的国防预算剩（1-8%）^5=65.9%
。从文义上很难看得出来这说法对不对，
所以找了一下其他佐证：

所以就是2026年500亿，到2030年的5
年合计3000亿的意思，也就是每年都92%
，并不是复合删减率每年8%。
