The report on the nuclear power plant indicated that when the plant had
gone on line ______ unsafe.
A. it had been
B. had been
答案是 A，我的問題是 "when the plant had gone on line" 似乎可以當成
名詞子句，當成主詞用，所以 it 看來是多餘的？請問這個想法錯在哪邊呢？
