The report on the nuclear power plant indicated that when the plant had
gone on line ______ unsafe.
A. it had been
B. had been
答案是 A，我的问题是 "when the plant had gone on line" 似乎可以当成
名词子句，当成主词用，所以 it 看来是多余的？请问这个想法错在哪边呢？
