請問這在法律上
是指具有"實質利害關係人"的主體嗎??
The real party in interest is the one who actually possesses the
substantive right being asserted and has a legal right to enforce the claim.
這樣是指唯有被視為利害關係人的主體
才有資格在行政上提起訴訟or抗辯的權利嗎??
