请问这在法律上
是指具有"实质利害关系人"的主体吗??
The real party in interest is the one who actually possesses the
substantive right being asserted and has a legal right to enforce the claim.
这样是指唯有被视为利害关系人的主体
才有资格在行政上提起诉讼or抗辩的权利吗??
