標題[提問] 首爾大學宿舍付款/學費付款/學歷認證

收到錄取通知後，最近開始準備留學相關事宜，不過遇到滿多問題，想上來跟大家請教
一下。
※宿舍費
看學校的宿舍網站說明裡提到，研究生的宿舍費是月繳，到了那邊之後，Shinhan
Bank 會協助辦理 Cash Management Service 自動扣款。

我的問題是：
1. 一開始還不能自動扣款的幾筆，宿舍費該怎麼付呢？
因為我看到學校今年提供的 reference guide 裡是這樣寫：

2) Submitting Housing Payment (Fictitious account payment)
- Payment Due Dates
· 2012.08.07.(Tue.) ~ 2012.08.10.(Fri.) 10:00~17:00
Payment must be made in the exact amount during the designated
payment period. Payments cannot be made from abroad.

但爬文的時候有看到
#1EROLD2H 寫宿舍費可電匯過去。
2. 入學後，這自動扣款功能（還有 Check Card）會很快就可以使用了嗎？
3. Reference guide 裡提到「ID Card + Check Card」，但是要在另一家銀行辦：

· Visit Nonghyup bank (Seoul National University branch) to open an
account and to receive a check card.

這樣子一來，我 CMS + ID Card + Check Card 是不是統一集中在 Nonghyup bank
就好？
不知道大家是不是會開多個銀行帳號？我自己是很怕麻煩，在臺灣也沒幾個。
※學費
如同宿舍費，學費也是電匯嗎？還是只能在當地付款？
因為同樣地，reference guide 裡只寫當地付款方式：

Reference guide 裡有一個地方，我完全不懂是要幹麼，可是看到 requirement 字眼
又覺得應該是很重要才對。

students
B. Newly admitted students from countries which are NOT signatories to the
convention
- Must obtain a certification of your graduation/degree certificate,
transcript from the Korean embassy or consular office in your country and
submit the same within 15 days of enrollment (start of the semester).

是指學歷、成績單在臺灣要先去辦簽證的那個「駐臺北韓國代表部」認證的意思嗎？
