标题[提问] 首尔大学宿舍付款/学费付款/学历认证

收到录取通知後，最近开始准备留学相关事宜，不过遇到满多问题，想上来跟大家请教
一下。
※宿舍费
看学校的宿舍网站说明里提到，研究生的宿舍费是月缴，到了那边之後，Shinhan
Bank 会协助办理 Cash Management Service 自动扣款。

我的问题是：
1. 一开始还不能自动扣款的几笔，宿舍费该怎麽付呢？
因为我看到学校今年提供的 reference guide 里是这样写：

2) Submitting Housing Payment (Fictitious account payment)
- Payment Due Dates
· 2012.08.07.(Tue.) ~ 2012.08.10.(Fri.) 10:00~17:00
Payment must be made in the exact amount during the designated
payment period. Payments cannot be made from abroad.

但爬文的时候有看到
#1EROLD2H 写宿舍费可电汇过去。
2. 入学後，这自动扣款功能（还有 Check Card）会很快就可以使用了吗？
3. Reference guide 里提到「ID Card + Check Card」，但是要在另一家银行办：

account and to receive a check card.

这样子一来，我 CMS + ID Card + Check Card 是不是统一集中在 Nonghyup bank
就好？
不知道大家是不是会开多个银行帐号？我自己是很怕麻烦，在台湾也没几个。
※学费
如同宿舍费，学费也是电汇吗？还是只能在当地付款？
因为同样地，reference guide 里只写当地付款方式：

Reference guide 里有一个地方，我完全不懂是要干麽，可是看到 requirement 字眼
又觉得应该是很重要才对。

students
B. Newly admitted students from countries which are NOT signatories to the
convention
- Must obtain a certification of your graduation/degree certificate,
transcript from the Korean embassy or consular office in your country and
submit the same within 15 days of enrollment (start of the semester).

是指学历、成绩单在台湾要先去办签证的那个「驻台北韩国代表部」认证的意思吗？
