標題[問題] 從ebay買耳塞需特別進口？

請教大家，我在ebay上要買耳道式耳塞，對方有給我折扣，單價很低，
可是按下確認優惠卻出現下面的訊息：
Computers, camcorders, communications items, navigational instruments,
satellite equipment, radios and radio equipment, scanners and televisions may
be subject to certain permitting/licensing requirements for importation into
your country. Please check applicable regulations for specific import
restrictions in your country.
這是表示不能買還是買方要提出什麼文件嗎？
