标题[问题] 从ebay买耳塞需特别进口？

请教大家，我在ebay上要买耳道式耳塞，对方有给我折扣，单价很低，
可是按下确认优惠却出现下面的讯息：

satellite equipment, radios and radio equipment, scanners and televisions may
be subject to certain permitting/licensing requirements for importation into
your country. Please check applicable regulations for specific import
restrictions in your country.
这是表示不能买还是买方要提出什麽文件吗？
