標題[問題]writing題目問題~~

請各位板友幫我解答，這個題目我有點搞不清楚是在問哪一個問題><
People think everyone has the right to go to the universities(1),
and governmentshould make universities free to all people without
considering their financial status.(2) To what extent, Do yo agree or disagree??
我想問的是這題目是在問(2),還是(1)+(2)都要寫呢？
請板友們幫我解答好嗎~~ 謝謝
