标题[问题]writing题目问题~~

请各位板友帮我解答，这个题目我有点搞不清楚是在问哪一个问题><
People think everyone has the right to go to the universities(1),
and governmentshould make universities free to all people without
considering their financial status.(2) To what extent, Do yo agree or disagree??
我想问的是这题目是在问(2),还是(1)+(2)都要写呢？
请板友们帮我解答好吗~~ 谢谢
