先解決這題
假設1997年的房租為R
則1999年的房租為 R(1+x)(1-y)
兩年相減得到 R(1+x)(1-y)-R = R(x-y-xy)
又R必大於0，故關鍵在於 x-y-xy這項
(1)沒考慮到xy項，不能肯定............insufficient
(2)雖然給的是xy/100，但別忘了x,y都是"百分比"
相乘的時候多乘了100倍，因此xy/100 和 xy 是一樣的
(例如：20%*15% = 3% 而不是 300%)
既然x-y>xy則可得出結論............sufficient #
