先解决这题
假设1997年的房租为R
则1999年的房租为 R(1+x)(1-y)
两年相减得到 R(1+x)(1-y)-R = R(x-y-xy)
又R必大於0，故关键在於 x-y-xy这项
(1)没考虑到xy项，不能肯定............insufficient
(2)虽然给的是xy/100，但别忘了x,y都是"百分比"
相乘的时候多乘了100倍，因此xy/100 和 xy 是一样的
(例如：20%*15% = 3% 而不是 300%)
既然x-y>xy则可得出结论............sufficient #
