如果你了解PSC是怎麼運作的應該就很清楚
一個港口那麼多船，PSC不可能每條都檢查，所以他們一定會選一條或幾條船來檢查
至於用什麼"方法"來選出他們要檢查哪條船，就是文中所指的 method 了
而文中又提到的，這個"方法"是被視為有效率的，雖然沒有證據顯示
methods for selecting ships to be inspected 的翻譯就是
"選擇哪來船來檢查的方法"，這裡說的方法不如說是"依據"
通常都是選老船或是在其他國榜上有名的船來檢查啦 ，不過這是題外話 XD
再來一點題外話，台灣的PSC是可以扣船，但國際PSC的組織是不承認台灣的PSC的
