我想問cripping energy sanctions.

communications technology combined with crippling energy sanctions — may
well be too little too late to throttle the regime's nuclear aspirations," he
said. "But we are fooling ourselves if we believe that what we've done so far
will stop the Islamic republic's quest for the bomb."
the meaning of vocabulary:
1. crippling: make it damage
2. sanctions: stop trading.
My question:
1. It seems the energy sanctions has something to do with nuclear bomb. But
what does the energy sanction mean exactly?
2. Why the communications technology with cripping energy sanctions could
help throttle the nuclear aspiration?
I really appreciate your help. Actually these two questions had taken me
half of an hour to figure out.
