如果你電路的速度瓶頸在I/O上的話, 這時候為了測試, 卻又在I/O port上加入
額外的scan chain電路, 則電容性負載會增加, dVo/dt=I/C
C增加, 若I不變(因為你的輸出buffer的MOS已經固定, I就固定)
則dVo/dt 變小, 導致maximum achievable operating speed下降.
