如果你电路的速度瓶颈在I/O上的话, 这时候为了测试, 却又在I/O port上加入
额外的scan chain电路, 则电容性负载会增加, dVo/dt=I/C
C增加, 若I不变(因为你的输出buffer的MOS已经固定, I就固定)
则dVo/dt 变小, 导致maximum achievable operating speed下降.
