吸菸在歐洲共同體內的航班及絕大部分的國際航班上都已被禁止。
請利用邊際效應理論回答下列問題：
1. 這樣的禁令會對吸菸者及非吸菸者產生如何的影響?
2. 你認為這項禁令如何對吸菸者及非吸菸者的決斷產生影響?
思考方向：「吸菸」、「乘坐飛機」及「掏錢坐飛機的意願」
