吸菸在欧洲共同体内的航班及绝大部分的国际航班上都已被禁止。
请利用边际效应理论回答下列问题：
1. 这样的禁令会对吸菸者及非吸菸者产生如何的影响?
2. 你认为这项禁令如何对吸菸者及非吸菸者的决断产生影响?
思考方向：「吸菸」、「乘坐飞机」及「掏钱坐飞机的意愿」
