標題[空想] 不蓋高鐵

高鐵通車以來
天天被罵到翻天
不得不讓人想到，高鐵當年也差點蓋不成，
因為改了BOT方案之後，才蓋得成的，其實當初蠻多人想了很多替代方案，
無論如何，高鐵真的非蓋不成嗎?如果不概高鐵，會有什麼影響呢?
