标题[空想] 不盖高铁

高铁通车以来
天天被骂到翻天
不得不让人想到，高铁当年也差点盖不成，
因为改了BOT方案之後，才盖得成的，其实当初蛮多人想了很多替代方案，
无论如何，高铁真的非盖不成吗?如果不概高铁，会有什麽影响呢?
