标题[英中] could be extended to other diseases

整句话：During the 1930s, the 1900 Contagious Disease Law was
expanded to encompass psittacosis, afflicting parakeets and parrots, and
it could be extended to other diseases.
我的中译：1930年代扩充了1900年制定的《传染病法》，纳入鹦鹉病（psittacosis，会
感染长尾鹦鹉等鹦鹉），也可以再扩展纳入其他疾病。
疑问：不是很懂英文第三行"it could be extended to other diseases"要表达
什麽意思，因为这是在讲过去发生的事，有没有再纳入其他疾病不是应该很明确吗？
为什麽要用"could be"，还是其实我理解错误？
