in staic electrical field
the electric susceptibility is definied to be proportitional to the outside field.
but in " oscillated outside electric field" , if the dipole in the material
,induced by the oscillated outside elecric fied, is "delay in time phase".
the dipole shows "reverse proportional" to the outside electric field.
a funny picture is ,
在人民大会堂 大家鼓掌的节奏都一致 可是江泽民的节奏就是慢半拍
集体鼓掌可视为外加电场 江泽民的手可视为待测材料
外加电场往左 他的偶极偏偏往右
关键在"慢半拍"
