能不能找其他报这件事情，有些会议有规范。例如 IEEE GLOBECOM 2019 就有以下说明:
同样的规定在IEEE ICC 2020也有。
The paper must be presented by an author of that paper at the conference
unless the TPC Chair grants permission in advance of the event for a
substitute presenter, who is qualified both to present and answer questions.
If an author or co-author is NOT available to present the paper at the
conference, the TPC Chair can grant permission in some extreme cases to have
the paper presented by a qualified substitute presenter.
换句话说，非作者可不可以帮忙报，答案是可以，但需要TPC同意。可能会要作者提供
替换人选的背景资料说明他够资格报告以及能够当场回应底下提问。
