The statement is quite interesting...
For career purposes, if a PhD doesn't guarantee a good job, but
a technical prefessional certificate does.
Why don't you just go to get a certificate instead of spending few years
on a PhD?
The supervisor might be encouraging the students to get the certificates.
The requirements of a PhD doesn't include any other professional certificate;
it itself has already been a good professional certificate.
