Certainly, you need to pay for it, as it is your degree. : 国家也不想把他们当人才吧 In most of the fully developed country with well-established education system, Master-degree students are more like advanced undergraduates. Of course, there are still many good master students who can do very good research. (Some of them will go for a PhD later.) However, the requirements of master degree don't include 'showing evidences of ability to conduct an independent research'. : 不仅没钱 也不想花钱 You probably can get sponsorship from somebody; It is clear that, research sponsorship is not a sort of charity. They cannot just go to ask free money just because someone had that before. Another thinking, which might be interesting. I guess, the ratio between Master degree students and PhD degree stuents in Taiwan might be higher than 6. Assuming this is correct, If the government is going to give every Master degree student NTD6000/month, they can use the same money to give NTD36000 to every PhD student. This is quite a reasonable sponsorship, comparing to the other countrys' systems. Comparing to spending and training cost for a two-year Master student, it would be much more economic for training a five-year PhD student. Moreover, the research work is usually more reliable and useful. It might be argued that that could be unfair for master students. However, if somebody argues for this, I would just answer: 'if you think PhD is good, and good payment, why don't you go to get it?' --
