标题[问题] vidalia要怎使用？

我用的作业系统是 mandriva linux 2008
vidalia可以藉由更新取得
但是却没有办法启动
有时候启动会说tor发生错误，详情请看日志档

他预设的ip是 127.0.0.1 port9051
连线时他又会说：
连接到 127.0.0.1:9051 发生错误. [Connection refused]
请问我该怎样解决？是不是因为宿网不开放代理？
