I have received complaints from our OT colleagues in Taiwan that a recent amendment of health insurance regulations allows rehabilitation medicine physicians to execute OT services, given the law in your country states that OT services should be carried out by certified occupational therapists or OT assistants. World Federation of Occupational Therapists (WFOT) is the key official international organization for the promotion of OT around the world. WFOT was admitted into official relations with the World Health Organization (WHO) in 1959 and was recognized as a Non-Governmental Organization (NGO) by the United Nations. WFOT also has full professional relationships with many other International Non-Governmental Organizations. As the President of WFOT, I would like to share my witness with you about how actively the occupational therapists from your country have engaged in the business of WFOT. I applaud the success of the occupational therapists in your country for achieving the international OT standards in professional education, practice and research. All of the five OT baccalaureate educational programs in Taiwan have reached the WFOT Minimum Standards of Education for Occupational Therapists and are included in the school list on WFOT website. I have full confidence that these certified occupational therapists have the competence to provide high quality professional services. While healthcare provision is emphasizing competence in professional practice worldwide and with the development of the International Classification of Function (ICF) by WHO, higher quality of OT services has been pursuing around the world. From the perspective of world health, only professionally trained and qualified OT practitioners being legitimate providers of OT services implies higher quality of healthcare. If the health policy in your country changes to allow people other than occupational therapy professionals to be reimbursed for OT services, it is going opposite to the world healthcare development. The assurance of quality OT practice in your country will soon be questioned by the world OT community. We urge that OT services in your country be provided only by qualified OT practitioners; and these services be reimbursed only when provided by qualified OT practitioners. I appreciate your acknowledging of the unique training background and the professional requirements for occupational therapists. And I trust your wisdom in resolving the current controversial issue.
