The final rule goes into effect on Oct. 15, 2019, and will only be

submitted electronically) on or after Oct. 15, 2019. Applications and
petitions postmarked (or, if applicable, submitted electronically) before
Oct.15, 2019, will be adjudicated under the prior policy, the 1999
Interim Field Guidance.
这段文的意思是10/14之前寄到 或者邮戳为凭吗？
请问cchris大大为何前面推文说10/11之前才来得及呢？
我们很焦虑，因为文件10/4寄到律师事务所，
不知道来不来得及赶在新政策实行之前寄到。
