red circle (poste bloque') - means the result of a classification action, the
employee's position is reclassified or converted to a group or level with a lo
wer attainable maximum rate of pay. The employee is paid a holding rate of pay
(for example, continues to be paid the existing rate of pay), and is no longe
r entitled to economic increases, and if the range ceases to exist, would not
be entitled to any future annual increments. The terms "red circle" and "holdi
ng rate of pay" ceased to apply to reclassification and conversions after Dece
mber 14, 1981;
