这题是走同位语的独立主格结构, 还原句为
a proportion (that was) greater than it was in any previous election
a proportion是以同位语方式修饰half of the spending
省略後因为be动词that was的was消失了,所以後面than的主词及be动词也跟着省略
这样比较结构才会平衡
