D,E 皆省略了关代 which 还原成原句

E. (which was/were) twice as many as the increase of
上述的which先行词'可能'为
1. the number
2. people
3. 1990
会让读者有疑虑，所以D,E都不好
选项A是分词代替连接词原句为
...in 1990,
and the number of people doubled the increase of the ..
