标题[考题] whatever 或 whichever?

想请问各位先进,
我之前在写书商送的考题时, 写到了这个题目:
My sister tries hard to lose weight. So she wouldn't choose-----
meal that contains too much sugar.
(A) whatever (B) whichever
这题给的解答是 (B), 想请问为何不能选 (A) ?
