标题[文法] what 的用法

大家好，今天在 New York Times看到一句话：
Thousands of supporters of Brazil’s former president, Jair Bolsonaro, broke
into government buildings yesterday to protest what they falsely claim was a
stolen election.
请问此句後方的 "what they falsely claim was a stolen election"
为什麽不是写成： "what they falsely claim to be/as a stolen election"
或是直接把 was 删除， 变成 “what they falsely claim a stolen election"
这样原句里 what 作为插入句，里头不就有两个动词 claim 和 was
我会这样理解，是因为类似的句子像是：
"If she wants to learn to do what she calls 'useful things'...
这里的 what she calls 後面也没加 are。
不知道该怎麽理解 "what they falsely claim was" 这样的文法(看起来有2个动词)?

谢谢，但有点困惑的是，为什麽 "if she wants to learn to do what she calls useful
things, I think it is best..."
此处calls後面为什麽不用加are?
